Myriad can patent breast cancer genes: court (Reuters)

CHICAGO (Reuters) ? A U.S. federal appeals court affirmed the right of Myriad Genetics to patent two genes linked to breast cancer, overturning a lower court ruling that threatened a key element of the biotech business.

The U.S. Court of Appeals for the Federal Circuit in a ruling on Friday backed Myriad's right to patent two "isolated" human genes -- BRCA1 and BRCA2 -- that account for most inherited forms of breast and ovarian cancers.

Women who test positive using Myriad's gene test, called BRACAnalysis, have an 82 percent higher risk of breast cancer and a 44 percent higher risk of ovarian cancer in their lifetimes.

Some groups have protested that patenting human DNA is immoral and unethical and impedes genetic research. But attorneys representing biotechnology companies expressed relief, saying the lower court's decision, if left standing, could have been potentially devastating to the industry.

"It would completely turn the industry upside down," said James Crowne, a spokesman for the American Intellectual Property Law Association.

The precedent-setting case is likely to be further appealed, either to the full bench of the appeals court or to the U.S. Supreme Court.

The lawsuit filed by the American Civil Liberties Union and the Public Patent Foundation on behalf of the Association for Molecular Pathology and more than 20 other plaintiffs had sought to have Myriad's gene patents invalidated.

The appeals court said the genes isolated by the company can be patented because Myriad is testing for distinctive chemical forms of the genes, and not as they appear naturally in the body.

One member of the three-judge appellate panel dissented, saying that despite Myriad's process of isolating a human gene it still could not be patented.

"We're not overjoyed but we're breathing a sigh of relief," said Jim Mullen, a patent expert with the law firm Morrison Foerster. "Myriad is almost certainly going to go to the Supreme Court."

The appeals court also said that Myriad's method for screening potential therapies was patentable.

The judges did, however, agree with the district court that Myriad's method of analyzing DNA sequences did not involve sufficient transformation, and thus could not be patented.

The court's backing for the patents on the two genes was very important to Myriad's molecular diagnostic testing, Richard Marsh, the company's general counsel, told Reuters.

"It's even more important for the biotech industry because, going forward, personal medicine is very reliant on isolated DNA," he said.

Bruce Wexler, a patent expert at the law firm Paul Hastings, said the ruling means the appeals court has recognized that DNA takes on a different molecular structure when it is isolated and removed from the body.

"That is a very significant result that is very important to the biotech industry," Wexler said.

Sandra Park, an attorney for the ACLU, expressed disappointment with the decision and said there was a lot of evidence to suggest that isolating the gene by removing it from the body does not change it fundamentally.

"That ruling will continue to have the effect of preventing our clients, including geneticists, from doing the testing and research they want to do," Park said. "We'll certainly be consulting with our clients about next steps both with this court and the Supreme Court."

The industry is also watching a case (Prometheus Laboratories v. Mayo Collaborative Services) at the Supreme Court over whether certain diagnostic tests can be patented.

Goldman Sachs analyst Isaac Ro said the Myriad ruling lifts a "near-term" threat to investors, but because of the major ramifications for genetic research and the biotech industry, he expects the case to be heard by the Supreme Court before 2012.

A US soldier reunites with the Iraqi girl he saved (The Christian Science Monitor)

Baghdad ? Eight-year-old Sadeel giggles and holds up her curly black hair, revealing the faint scar from a bullet wound.

"I'm so happy to see you," says US Army Capt. Tom Hickey, sounding nervous and slightly overwhelmed. It's the first time the two have seen each other since he helped rush her to the hospital four years ago, her body seemingly lifeless in her father's arms. "I don't know if you remember me. It was a long time ago," he says, looking at the lively little girl across the table.

In 2007, when I first met him, Hickey was a lieutenant and a platoon leader in the volatile neighborhood of Amariyah. Now, deployed again in Baghdad, he sits at a restaurant with Sadeel and her parents, who have traveled from their neighborhood into the unfamiliar territory of the Green Zone to see the young officer who helped save their daughter's life.

Sadeel doesn't remember the operation that removed the bullet from her throat, where it had lodged after she was hit by a stray gunshot in her violent neighborhood, or her parents' desperate dash into the street with their wounded daughter. But she recalls the kindness of Hickey and his soldiers, who visited the family and brought them gifts after they had left the hospital.

"He gave me lots of crayons and they gave me a toy car ? I still play with it," she says shyly.

Hickey uses some of the Arabic he has learned during his time in the Middle East to talk with the family. "Two months ago, I married my sweetheart in my parents' house," says Hickey, of Stow, Ohio, holding up the hand with his wedding ring.

It was January 2007 in Amariyah ? a Sunni enclave between Shiite neighborhoods engulfed in a struggle with Al Qaeda. US forces had blocked the neighborhood and Hickey's platoon was on patrol when Sadeel's father, Mohammad Adnan, rushed outside carrying his daughter. She had been playing in the garden when a bullet hit her ? no one knows who fired it.

"I was certain she was dead," says Hickey. His staff sergeant, Chris Moore, ignoring the security checks that they were supposed to do on neighborhood residents, frantically pushed Sadeel, her father, mother, and grandmother into his Bradley Fighting Vehicle.

"They opened the hatch of the armored vehicle and they threw me inside and started doing first aid," says Mr. Adnan.

The driver, Pfc. Alex Verela, sped around that obstacle course of blast walls and security barriers that dotted Amariyah. At the hospital, while US Army medics operated on Sadeel, Moore waited with her father.

"That night in the hospital he sat with me for a long time," says Adnan. "Everyone else went for dinner, and he sat down and talked and showed me pictures of his three girls."

At the reunion, as Hickey sits down over pizza with Sadeel and her family, his metal bracelet glints in the Baghdad sun. It's engraved with the initials of Moore, Verela, and four other soldiers from his platoon who were killed a few months after helping Sadeel.

Moore and the entire crew of the Bradley he commanded, along with their Iraqi interpreter ? almost all the soldiers who had helped save Sadeel ? died instantly on May 19, 2007, when a bomb buried under the pavement ripped their vehicle apart. It was one of the single biggest losses of life in the US military surge that pitted American forces against Al Qaeda fighters and Shiite militants.

Hickey, who had injured his hand, was back at the base that day and wasn't with his unit.

In a battle zone where they regarded every Iraqi they met as a potential enemy, saving Sadeel was the best thing that happened to his men, says Hickey.

"Staff Sergeant Moore had three baby girls ? 9 and below ? and that guy was on cloud nine," says Hickey. "I said to him, 'Why are you so happy?' He said, 'You don't know, but you will,' because he had daughters. He was always talking about going home, being on the Texas State Highway Patrol and seeing his daughters and being with them."

Far from their families, visiting Sadeel and her brothers and sisters was some of the only normal interaction the soldiers had with Iraqis.

The story of the shooting has faded into family lore among her sister Dima, 13, and her brother Youssef, 16. Outside the restaurant, Sadeel, dressed in a red-and-white gingham dress with puffy sleeves, runs through the garden, chasing after a huge dog, happy and unafraid.

"That wasn't an easy time for my soldiers, but one of the things I can truly say is their favorite thing of being here was meeting you guys," Hickey tells them. "It was one of the few times they got to be around regular people without being nervous. They brought stuff for you guys but they were doing it because it made them feel really good ? I don't know if you realize that."

Amariyah and much of Baghdad remains dangerous ? so much so that Hickey, serving in what could be the last US military deployment in Iraq, leaves the Green Zone only on official missions and under heavy security. But the surge is credited with helping Iraqis outside the Green Zone's blast walls breathe more easily.

While the worst parts of Iraq's eight-year war are receding into history, it's young men like Hickey who keep that history alive. Perhaps the only equation for calculating the real cost of war is lives saved versus lives lost.

When I sat down with him four years ago after his men had been killed, I asked if he believed the war was worth the sacrifice.

"I think if you could ask Sergeant Moore what the price of that little girl's life was, I think he would take comfort in that, and I think it would make him proud of what he's done here," he said. "I seriously think if we pull out of Iraq or anything else like that, this place will turn into a very bad place to live and a lot of people will die, and I think we keep a lot of that from happening."

On a recent night at one of the last remaining US Army bases in Iraq, I asked Hickey how he would answer that question today.

"I think people find their own way to deal with grief and loss," he says, "and I know that the people we lost ... helped everyone else get home."

SAN ANGELO, Texas ? Some 120 would-be jurors in the trial of polygamist religious leader Warren Jeffs have been excused, most because they are unable to presume him innocent.

A pool of 207 people arrived for the second day of jury selection Tuesday in the case of the Fundamentalist Church of Jesus Christ of Latter Day Saints' leader.

Asked if they'd heard enough about Jeffs to affect his guilt or innocence, 83 people raised their hands.

A similar, follow-up question increased the number to 101.

Those were excused, along with 19 others who said they couldn't consider probation or the minimum prison sentence of five years.

A jury won't be seated from those remaining until Wednesday.

Jeffs faces two counts of sexual assault of a child, carrying a maximum sentence of life in prison.

More than 100 would-be jurors in the sexual assault trial of polygamist sect leader Warren Jeffs said Tuesday they'd previously heard enough about his background to no longer presume him innocent ? meaning seating a jury in this rural corner of West Texas may prove even more difficult than expected.

A pool of 207 was on-hand for the second day of jury selection in the case of the ecclesiastical head of the Fundamentalist Church of Jesus Christ of Latter Day Saints, an offshoot of mainstream Mormonism that believes polygamy brings exaltation in heaven. About 60 would-be jurors were excused Monday because of scheduling conflicts, or for other routine reasons.

The 55-year-old Jeffs faces two counts of sexual assault of a child. If convicted, the maximum sentence for both is 119 years to life in prison. He will have a separate trial for bigamy in October.

Jeffs appeared in court wearing a dark suit and spent much of the day whispering instructions to his lawyers, who say he plays an active role in all motions they file. Followers see Jeffs as a prophet who serves as God's spokesman on Earth.

Eric Nichols, a special prosecutor for the Texas attorney general's office, asked those assembled if they'd heard enough about Jeffs previously to affect his guilt or innocence in their minds. Eighty-three people raised blue cards stamped with their juror numbers.

After a brief recess ? which was made a bit more uncomfortable because of a water main break that affected water pressure in the courthouse ? defense attorney Deric Walpole referenced those who indicated they had already made up their minds about Jeffs.

"Y'all, that's getting off to a bad start," he said. "Which is fine, as long as you're identified."

Walpole then asked if anyone no longer presumed his client innocent. "If you don't, raise your cards," he said. "Get `em up high. Don't be shy."

That drew an objection from Nichols, but the number of cards raised eventually increased to 101.

Walpole labored the point because he has already said he plans to file for a change of venue out of the oil and gas town of San Angelo, once a jury is seated. If a jury can't be drawn from the existing pool, it will be easier to argue that the case should be tried somewhere else.

When Walpole asked how many people had read or seen nothing about the Jeffs case, about 60 people raised their cards.

Jury selection isn't expected to be completed until at least Wednesday.

The charges against Jeffs stem from an April 2008 police raid on a church compound known as Yearning For Zion outside the town of Eldorado, about 45 miles south of San Angelo. Authorities who believed girls were being forced into polygamous marriages removed more than 400 children living at the compound, and TV images of women in frontier-style dresses and 19th century hairdos were shown across the country.

The original call to a domestic abuse hotline that sparked the raid turned out to be a hoax. Most of the children seized from the compound have since been returned to their families, but the evidence collected sparked charges including sexual assault and bigamy against Jeffs and 11 other FLDS men.

Even with Jeffs in prison, hundreds of people still live on Yearning For Zion, and construction crews continue at break-neck speed, erecting buildings which include a four-story, limestone temple. The FLDS controls a land trust worth more than $110 million.

When asked Tuesday, none of the would-be jurors said they had ever visited the heavily guarded Yearning For Zion compound, and only four were acquainted with anyone who lives there. Only about a dozen said they'd had contact with 14 Texas businesses the FLDS owns.

Since December 2009, all seven FLDS members to face prosecution in Texas have been convicted, receiving prison sentences of between six and 75 years. Nichols served as lead prosecutor in all past church cases, but he was quick not to mention the word polygamy Tuesday.

Still, questions from both sides provided hints about the building blocks each will use to argue its case. Nichols asked about how reliable would-be jurors believed DNA evidence to be. Walpole indicated that Jeffs would not take the stand in his own defense, saying "I typically don't have my clients testify."

"It's their show, they have to present evidence," Walpole said, pointing to prosecutors. "Not guilty. That's our side of the story. Is anyone going to hold it against Mr. Jeffs if that's all we say is, `not guilty?'"

Only one potential juror raised his card in response.

U.S. likely to lose top rating: economists (Reuters)

WASHINGTON/LONDON (Reuters) ? The United States will lose its top-notch AAA credit rating from at least one major rating agency, according to a Reuters poll that also found wrangling over the debt ceiling has already damaged the economy.

A small majority of economists -- 30 out of 53 -- surveyed over the past two days said the United States will lose its AAA credit rating from one of the three big ratings agencies -- Standard & Poor's, Moody's or Fitch.

Respondents saw a 20 percent chance of a new recession over the next year, a prospect that some economists say has been compounded by the acrimonious political fight over what is normally a procedural legislative vote on the debt.

Lawmakers have one week left to hash out a deficit-cutting plan without which Republicans in Congress have said they will not raise the legal $14.3 trillion debt limit, risking a potentially devastating government debt default in August.

"We believe that Congress will act with an 11th hour deal to raise the debt ceiling. However, the risk of that deal failing increases with each passing day," said Guy LeBas, director at Janney Capital Markets.

"I would say that the chance of a U.S. ratings downgrade is now more likely than not."

Downgrade and default would have vastly different consequences. A ratings cut might raise the risk of recession by hurting confidence, but might allow financial markets to muddle through the next few months without incident. A default, however, would send shockwaves through the global financial system that could kick-start a new financial crisis, analysts say.

Even if this worst-case scenario is not borne out, a firm majority of respondents -- 38 out of 54 -- said the uncertainty brought about by the political acrimony over the debt has already hurt economic growth.

The U.S. economy had already been under stress in recent months. Gross domestic product expanded just 1.9 percent in the first three months of the year, and the second quarter is not expected to have fared much better. Industrial production has slowed and employment nearly ground to a halt in the last two months. The jobless rate climbed to 9.2 percent in June.

"This whole debt ceiling debate doesn't seem to be making anyone any more confident," said Sean Incremona, economist at 4Cast Ltd. in New York.

Goldman Sachs argued in a research note recently that the decline in consumer sentiment over the last few months has been disproportionate to the economy's slowdown, pegging the debt battle as a culprit.

The government's first reading on GDP in the second quarter will be released on Friday.

S. Korea says N. Korea rejects more joint tourism talks (AFP)

SEOUL (AFP) ? North Korea has rejected a South Korean offer of fresh talks to settle a festering dispute about a joint tourism resort in the communist country, a Seoul official said Wednesday.

Since late June the North has twice held talks with South Korean officials and businessmen about the fate of Seoul-owned hotels, restaurants and other properties at scenic Mount Kumgang.

After no progress was made, the South's unification ministry proposed fresh government-level talks this week. The North replied Tuesday it would consider such talks only when South Korean business delegates are present.

The North also warned that South Korean firms would have their assets "disposed of" unless they send a reply by Friday.

"To our regret, North Korea has virtually rejected our proposal," ministry spokeswoman Lee Jong-Joo told reporters.

She said the South's proposal was aimed at solving the dispute through sincere dialogue between authorities, because previous talks involving business people produced no agreement.

"We didn't want to see talks faltering again because of repeated demands from the North," she said, adding the ministry's proposal reflected the view of companies doing business in the resort.

Mount Kumgang, developed by the South's Hyundai Asan company, opened in 1998 as a symbol of reconciliation and once earned the impoverished North tens of millions of dollars a year.

The South suspended tours by its people after a North Korean soldier shot dead a Seoul tourist who had strayed into a restricted military zone there in July 2008.

It has said it will not resume the tours until the North allows an on-site investigation into the shooting and gives firm safety guarantees.

In protest at the refusal to restart the tours, the North later deprived Hyundai Asan of its monopoly over trips to the resort, where the company has invested millions of dollars.

Last year North Korea seized or sealed off several South Korean properties and last month it warned it would dispose of them.

Seoul has urged Pyongyang to respect all agreements with private businesses and to protect the ownership rights of South Korean firms.

TAP STYLES AND FINISHES

As mentioned previously, we are spoiled for choice, as there is an array of contemporary taps, modern taps (classic), and designer taps, and traditional taps. As well as the design we then often have a choice of colour.
Various finishes are available, that are enamelled or metal plated. Most taps are made from brass, enabling a good quality finish to be applied. A number of finishes available in matt or high gloss including chrome polished brass, silk steel, nickel and antique gold. Technology has enabled cheap bath taps to be available at reasonable quality.

The top end of the market designs are made from solid stainless steel, with either a high polished shine or alternatively brushed to create a low sheen finish. IS THERE ENOUGH WATER PRESSURE FOR YOUR BATHROOM TAPS?

There is nothing worse than not having enough pressure to delivery the correct flow of water, to your bath taps, and especially to the shower.
So before choosing your tap, you need to establish what level of pressure that you have in your bathroom. The reason for this is that many bath taps require high pressure to operate correctly.

At what pressure is the water delivered to your bathroom? The rising mains pressure is usually around 2.0 bars, which is satisfactory, but it is unlikely that this is supplied direct. So you must ensure that your water pressure for both hot and cold taps is above 1.0 bar if you choose and install high pressure taps. If your water pressure is below this, then you have to choose a low pressure tap to operate properly.

Now the hot water from your heating system (boiler) should be at high pressure if you have one of the following:
? A combination boiler that is supplied by mains water and heats the hot water as you use it.
? A gravity fed system with a pump that increases water pressure to more than 1.0 bar
? A pressurised (unvented) heating system, where the mains cold water directly supplies all cold taps but also feeds direct to the hot water cylinder, thereby maintaining high pressure.

A general guide line is that single lever mixer taps require high pressure, whereas pillar taps and two handled taps that control water flow (fillers), can operate on low pressure.

More baby boomers embrace divorce | Lake County Family Law ...

The rate of divorce in couples who were part of the "baby boomer" generation is currently on the rise. Although society may expect a couple to stay together once they have been married for so long, many baby boomers choose to divorce because they no longer feel constrained by religious consequences or social taboos that used to be associated with divorce. Also, the financial independence women now have is greater compared to the age before the boomers. All of these factors make it easier for a couple to make a logical decision to divorce if their marriage no longer brings them happiness.

In addition to more baby boomers divorcing, many wives are the ones who are initiating the divorces. According to an AARP study in 2004, 66 percent of women filed for divorce.

All in all, many marriages of people over the age of 50 are quickly coming to an end, but many of these couples are also focusing on ending their marriages on good terms. They now have grown children and grandchildren, and they want to continue to be involved with family activities.

Although divorce is known to provoke disputes between couples, couples who share similar thoughts about what they want from a divorce can often communicate effectively with a mediator and come up with fair solutions regarding property division and other agreements. Divorce mediation gives spouses the opportunity to resolve the legal matters associated with divorce without having to go through the traditional litigation process which can be costly and time consuming.

SKorean students ditch paper for digital books (AP)

GOESAN, South Korea ? Outside the classroom a hot summer day beckons, but fourth-grade teacher Yeon Eun-jung's students are glued to their tablet PCs as they watch an animated boy and a girl squabble about whether water becomes heavier when frozen.

The small scene in this rural town is part of something big: South Korea is taking a $2 billion gamble that its students are ready to ditch paper textbooks in favor of tablet PCs as part of a vast digital scholastic network.

France, Singapore, Japan and others are racing to create classrooms where touch-screens provide instant access to millions of pieces of information. But South Korea ? Asia's fourth-largest economy ? believes it enjoys an advantage over these countries, with kids who are considered the world's savviest navigators of the digital universe.

A 2009 study by the Organization for Economic Cooperation and Development, a Paris-headquartered grouping of wealthy nations, found 15-year-olds in South Korea scored highest in their ability to absorb information from digital devices, beating runners-up New Zealand and Australia by a large margin.

At Sosu Elementary School in Goesan, principal Jo Yong-deuk speaks of a future in which his students interact in virtual reality with Ludwig van Beethoven and Abraham Lincoln. In the classroom, the children scribble answers in their tablet PCs with touchscreen pens as they watch the video clip explaining the scientific properties of frozen water.

"I liked this chapter, but my favorite clip is one where they show how flowers blossom and trees bear fruit in spring," 11-year-old Jeong Ho-seok said with a wide grin.

More than 60 primary, middle and high schools are now using digital textbooks as part of their curriculum, according to the state-run Korea Education and Research Information Service, which provides technical support for the program. Seoul believes it can finish the $2.1 billion program to build a single computer network packed with high-quality digital content by 2015. Replacing textbooks with tablet PCs will account for a quarter of that budget.

According to South Korean officials, France is handing out tablets in the Correze region and is pushing to expand digital material, while Japan began distributing tablet PCs in a primary school last year under a pilot program. Info-communications Development Authority of Singapore said on its website that Singapore began adopting tablet PCs in 2004.

But Kim Doo-yeon, a South Korean official leading the project, said his country will have no trouble competing.

South Korea is one of the most wired places on earth. More than 80 percent of South Korean households have broadband access to the Internet, according to the statistical office here. U.S. Web hosting company Akamai said earlier this year that South Korea enjoys the fastest Internet connection in the world. Lee Sang-hyeob, a student at Sosu Elementary School, spends a lot of time at home playing online games and chatting with schoolmates. Another Sosu student, Jang Woo-dam, often surfs her school's website to see messages from friends.

The 2009 OECD study says there's a positive relationship between students' use of computers at home for leisure and their digital navigation skills. "Proficient digital readers tend to know how to navigate effectively and efficiently," the study said.

The study said students who read online more frequently also read a greater variety of print material and report higher enjoyment of reading itself.

Another telling example of the influence of the Internet on this nation of 50 million is the number of so-called PC rooms, or Internet cafes, which stood at 15,000 as of December last year, according to the PC room business association.

PC rooms, which usually operate around the clock, have long been the breeding ground for South Korea's so-called professional e-gamers, whose popularity has given birth to an industry dedicated to airing their matches and promoting high-tech gadgets through them.

Enchanted with games, Jeong Yu-jin, 16, has been teaching himself programming since he was a child and is now developing a game that warns of the consequences of global warming as a player clears stages filled with challenges like angry polar bears and crumbling glaciers.

Kim, the South Korean official leading the tablet PC project, said the country envisions a digital scholastic network for students to go beyond digital textbooks and national boundaries.

"In the future, all our students will be connected to a single computer network that allows them to also learn from teachers in other countries," Kim said.

Loaded with video, animation, photos, voices, songs and Web documents created by experts and by teachers and students, digital textbooks allow students to enjoy a custom-made learning experience, Kim said. Kids who fall behind in a regular curriculum can start from levels they feel comfortable with.

Young North Korean defectors struggling to adapt to South Korea could also benefit from having tablet PCs. More than 21,000 North Koreans, including children, have come to South Korea since the two countries' 1950-53 war. Many choose to study in special schools to catch up before they attend regular ones.

Those who study digital technology and education have been generally positive about introducing digital textbooks, but there have also been warnings that Internet addiction may deepen among South Korea's teenagers.

The number of students addicted to the Internet amounted to 782,000, or 12 percent of the total student population, the Ministry of Public Administration and Security said last year. The government, worried by the problem, plans to increase the number of counselors dealing with Internet addiction to 5,500 next year.

"What is essential in digital learning is to promote as much interaction between teachers and students as possible, rather than just leaving the students to themselves," said Kwon Jung-eun, a senior researcher at the state-run National Information Society Agency.

Ryan Specialty Group launches new insurance unit | Finance ...

(Crain's) ? Ryan Specialty Group L.L.C. has launched a managing general underwriter to specialize in renewable energy risks.

The MGU, called PER se, will write property/casualty coverage for facilities producing wind, solar, bio, hydro and other sources of renewable energy, Chicago-based Ryan said Tuesday in a statement.

Coverage will be written for construction of the energy facilities and exposures such as machinery breakdown, business interruption and others the projects will face after startup, Ryan said.

Ryan Specialty Group was started by Patrick Ryan, founder and former chairman of Aon Corp.

Clinton arrives in India after Mumbai blasts (AFP)

NEW DELHI (AFP) ? US Secretary of State Hillary Clinton arrived in India on Monday in the shadow of triple bomb blasts in Mumbai, looking to encourage New Delhi's engagement with arch-rival Pakistan.

Indian concerns over the US troop drawdown in Afghanistan and developing US trade links with Asia's second-fastest growing economy will also top the agenda when Clinton meets Indian leaders on Tuesday for a "strategic dialogue."

Her arrival followed the blasts in Mumbai last week that killed 19 people and injured more than 130 in the latest reminder of the region's struggle to crack down on terror attacks.

No one has claimed responsibility, but relations between India and Pakistan have been undermined in the past by militant strikes that New Delhi has blamed on Pakistan-based groups.

"We believe there's been some good progress between India and Pakistan in the last few months", a senior US administration official said, adding that Washington was keen to help sustain that momentum.

"It's also about reinforcing the steps they have already taken," the official told reporters during the flight to India.

Washington's own relations with Pakistan -- a crucial counter-terrorism ally -- have deteriorated since US commandos killed Al-Qaeda leader Osama bin Laden on May 2 in a Pakistani garrison town, sowing distrust on both sides.

Earlier this month Washington suspended almost a third of the $2.7 billion in security assistance it provides each year to Islamabad.

Clinton will have "extensive conversations" on security cooperation in New Delhi, the US official said, and push Washington's vision for a political and economic solution to the conflict in Afghanistan and "a future in the region that is free of Al-Qaeda."

India is wary of the planned US troop withdrawal from Afghanistan, fearing that Islamist elements within Pakistan could take advantage of a power vacuum in the war-torn country.

On Wednesday, Clinton will visit the southern city of Chennai which has become a focus for growing US trade and investment.

"The main goal is to push the pace of the strategic dialogue and to focus the agenda on a set of concrete items that are important to take this relationship to the next level," the official said.

Clinton's two-day trip follows President Barack Obama's visit in November -- a courtship of India that reflects the rapid growth in the country's economy and a shift in power to emerging nations.

While economic ties have improved significantly in recent years, they are still seen as falling short of their potential.

A landmark deal between the two countries in 2008 that allowed India to buy nuclear reactors and fuel was meant to lead to major contracts for US firms, but those hopes have been undermined by legal obstacles and uncertainty.

And the US was deeply disappointed in April when its bidders were dropped from the $12-billion competition to provide India with 126 combat aircraft, one of the largest military contracts of recent years.

Clinton's remarks at the strategic dialogue session will partly be aimed at "closing out the remaining obstacles and getting to full implementation" of the nuclear agreement, the US official said.

Ahead of Clinton's trip, Indian government spokesman Vishnu Prakash said that it was "no exaggeration to say that the relationship has got transformed in recent years."

He said that in 2010 trade between the two countries increased by 30 percent to nearly $50 billion and that, including goods and services, the US was India's largest business partner.

Clinton, who was in Athens on Sunday to offer support for the Greek government as it tries to tackle its perilous and worsening debt crisis, is scheduled to head on to China, Hong Kong and Indonesia.
