Addressing thousands of party members and regional leaders at a congress of his Justice and Development (AK) Party, Erdogan said the era of military coups in the nation of 75 million people was over.

He vowed to forge a more diverse constitution and turn a new page in relations with Turkey's 15 million Kurds, in a speech lasting almost two and half hours and meant to chart the AK Party's agenda for the next decade.

"We called ourselves conservative democrats. We focused our change on basic rights and freedom," Erdogan told thousands of cheering party members at the congress in a sports stadium in the capital Ankara.

"This stance has gone beyond our country's borders and has become an example for all Muslim countries."

Leaders including Egyptian President Mohamed Mursi, Kyrgyz President Almazbek Atambayev and Masoud Barzani, president of Iraq's autonomous Kurdistan region, were among the guests.

Under Erdogan's autocratic grip, the AK Party has won three consecutive landslide election victories since 2002, ending a history of fragile coalition governments punctuated by military coups and marking Turkey's longest period of single-party government for more than half a century.

Per capita income has nearly tripled in that time and Turkey has re-established itself as a regional power, with its allies seeing its mix of democratic stability and Islamic culture as a potential role model in a volatile region.

"Turkey has shown the bright face of Islam," Khaled Meshaal, Hamas's leader in exile, told the congress. "Erdogan, you are not only a leader in Turkey now, you are a leader in the Muslim world as well."

AUTHORITARIAN STYLE

But critics accuse Erdogan of an?authoritarian?approach, saying that he stifles dissent and uses the courts to silence his enemies. They also say he has failed to bring any hope of an end to a 28-year-old conflict in the mainly Kurdish southeast.

The crisis in neighbouring Syria has thrust Turkey to the forefront of international diplomacy, with Washington seeing it as the key player in supporting the Syrian opposition and planning for the era after President Bashar al-Assad.

Erdogan renewed his criticism of Russia, China and Iran, which have backed Assad in the 18-month uprising, saying history would "not forgive those who stand by oppressors".

I am NO green thumb. So, I try to avoid as many living plants as possible.
Sometimes my mother plants real, live plants/flowers in my window boxes.
I am not ammused. But, I'm too lazy to take them out. And, I'm especially not a mum person.
They really aren't all that attractive, but they say "Fall".
So I go with it.

Here's what I did to zing up the typical "mums in a window box" type of thing.

It's amazing what a simple pinecone will do.

(And how competitive your children will become when you tell them there is a pinecone collecting contest happening.)

I highly recommend it.

Another spot I used some cheap and easy decorating was my front door.

Now, I'm not actually going to show you my front door, 'cause I haven't painted it yet. snort.

So, you'll have to settle for a peak at the general area of the front door.

Ghana deports 38 Chinese citizens arrested for alleged illegal gold mining

BEIJING - China says 38 of its citizens have been arrested and deported after being caught allegedly mining gold illegally in the west African country of Ghana.

A statement seen Sunday on the website of the Chinese Embassy in Ghana says 40 Chinese citizens were recently detained in Obuasi district in southern Ghana.

It says investigations by security authorities in Ghana found one person not guilty, while another was released on bail. It says the remaining 38 Chinese were deported because they had no residence or work permit or license to mine. It was unclear whether they had been prosecuted.

The embassy says the 38 were already back in China on Thursday.

South Africa: Strikes roil platinum prices

?

More strikes have hit South Africa's mining industry, a week after striking workers at a platinum mine won a 22 percent pay raise. Workers walked off their jobs this week at mines run by AngloGold Ashanti, one of the world's largest gold producers.? The workers are reportedly demanding a pay raise in line with the workers at the Lonmin platinum mine in Marikana township.

Meanwhile, gold producer Village Main Reef says 1,700 of its workers failed to report to work for September 27 night shift as well as September 28 day shifts.? Also, mining firm Petmin said on September 28 that 345 of its workers at a coal mining subsidiary walked off their jobs. ?Both companies said they are talking with workers and hoping to end the strikes peacefully. The Lonmin deal followed a clash between police and miners in which police shot dead 46 striking workers.? Earlier this month, union leaders said the Lomnin deal set a precedent for other miners. Striking miners have armed themselves with homemade traditional spears and machetes, defying the mineowners to dismiss or dislodge them.

On September 27, Anglo American Platinum (Amplats), the top producer of platinum, declared that it would begin disciplinary action against strikers and could dismiss them. So far, the strike is considered illegal. Four of Amplats' Rustenburg mines have been idled for over two weeks, thereby costing the company at least 20,000 ounces in lost output to date, or $33 million at current spot prices.Spot prices for platinum were up 1.4 percent at $1,665.74 an ounce.

Workers living in the slums on the periphery of Rustenburg, 70 miles from Johannesburg, say they will resist. Some said they are prepared to die in order to wrest concessions from the mine owners. ?Miners at Amplats are seeking wage concessions as those secured by the strikers at Lonmin. ?Violence broke out at the Amplats operation at Rustenberg in January and February during clashes between the Association of Mineworkers and Construction Union (AMCU) and the National Union of Mineworkers. As a result, work stopped for six weeks.

Miners have received text messages from Amplats urging them to return to work. But the miners remain defiant. According to Reuters, text messages sent by Amplats tell? workers to attend a hearing on October 2 to argue why they should not be fired for taking part in an illegal strike. "Should you not make any representations, a decision will be made in your absence," the messages say.

Burnt money, campus ban: Tidbits on Colo. shooter

(AP) ? The suspect in the Aurora movie shooting case mailed "burnt currency," along with a notebook, to his psychiatrist before the attack. He threatened a professor and was banned from a university campus before withdrawing from its neuroscience graduate program. His defense team has added a psychiatrist.

Those were the few tidbits of information in hundreds of pages of heavily-redacted court documents released Friday, which serve as the best chance the public has to understand what happened before James Holmes allegedly opened fire at a midnight screening of the new Batman movie more than two months ago.

The documents shed little light on Holmes' possible motives or whether the university ignored warning signs about him. That's partly because Arapahoe County District Judge William B. Sylvester continued to keep under seal the key documents in the case ? the affidavit that lays out prosecutors' case against Holmes, and the search warrants that allowed them to gather evidence against him.

Holmes, 24, faces 152 charges in the July 20 shooting that killed 12 people and injured 58 others.

Some of the documents are entirely blacked out. In others, Sylvester's rulings on legal disputes, references to years-old case law and even copies of newspaper articles are redacted, along with information about the investigation.

The documents do shed a little more light on one of the main disputes in the case ? Holmes' threats against a professor, possibly the university psychiatrist, Dr. Lynne Fenton, who has testified that she contacted campus police after her last meeting with Holmes June 11. Fenton, who testified Aug. 30, said she went to police to gather more information and communicate her "concern."

She did not refer to her concern as a threat.

Prosecutors contended that Holmes was barred from campus after making the threats. The University of Colorado has said that Holmes was denied access to nonpublic buildings on its Anschutz medical campus because he withdrew as a neuroscience graduate student, not for safety reasons.

A university spokeswoman repeated that point Friday and said a gag order that Sylvester imposed kept her from commenting about whether Holmes had made any threats. The university has previously refused to comment on how it handled Holmes, citing the gag order. Before the order, university officials said their police force had no contact with Holmes and that the chief of the department knew nothing about him.

The defense team sought sanctions against prosecutors for contending Holmes had been barred from campus, arguing that the false statements could contaminate the jury pool. But Sylvester shot that down, ruling the statements were within legal bounds.

Defense attorneys issued a written statement Friday again saying the claim that Holmes was barred from campus was false and misleading.

The most legally significant disclosure Friday was the inclusion of the psychiatrist on Holmes' defense team. Holmes' attorneys have said he is mentally ill.

"This is unusual in a normal case, but not surprising in this case," said criminal trial lawyer Dan Recht, former president of the Colorado Criminal Defense Bar. "Presumably he's (the psychiatrist) the one who is going to opine on whether Holmes is insane or not.

"It's a foregone conclusion that the defense will plead not guilty by reason of insanity."

Other documents likely contain new information, but are blacked out. For example, in one pleading, attorneys describe how law enforcement handled the package that Holmes sent Fenton, which was discovered four days after the attack and also after Holmes allegedly booby-trapped his own apartment.

Authorities were so worried the package was also rigged that they X-rayed it and had a technician in a protective suit open it. What investigators saw when they realized the package was not dangerous, however, is redacted. All that is legible in the documents is a reference to the package containing a notebook with a post-it note and "burnt currency."

The records also show that authorities obtained text messages that Holmes sent a classmate. The documents do not say what those texts discussed.

In court, prosecutors suggested Holmes was angry at the failure of a once promising academic career and stockpiled weapons, ammunition, tear gas grenades, and body armor as his research deteriorated and professors urged him to get into another profession. Chief Deputy District Attorney Karen Pearson said Holmes failed a key oral exam in June, was banned from campus and began to voluntarily withdraw from the school.

Documents filed in the case from now on will be public, unless prosecutors or defense attorneys ask they not be released.

Spain, Greece launch austerity plans to secure aid

MADRID (AP) ? Spain and Greece outlined plans Thursday to reduce government spending and raise taxes to convince international lenders and financial markets they are on track to cut their deficits.

The latest round of belt-tightening comes as economies across Europe get weaker and public resentment toward austerity grows stronger.

Spain's plan to slash its deficit in 2013 and 2014 signals to many analysts that it's preparing to request a financial lifeline from other governments and the European Central Bank. To receive this help, countries must first show they are serious about reining in deficits.

"This is a budget in times of crisis but one to help get out of the crisis," deputy Prime Minister Soraya Saenz de Santamaria said.

For similar reasons, Greece's coalition government agreed to cut spending over the next two years by ?11.5 billion ($14.77 billion). Without the cuts, Greece would have been cut off from vital bailout loans that it needs to pay its bills ? and stay in the eurozone. The loans come from the International Monetary Fund, European Union and the ECB.

Financial markets cheered the budget-cutting. In Europe, stocks rose in anticipation of the Spanish measures. France's benchmark stock index finished 0.7 percent higher and Germany's main index rose 0.2 percent. Borrowing costs for Spain and Italy fell, and the Dow Jones industrial average rose 72 points.

But the region remains in trouble. Economic confidence in the 17 countries that use the euro fell to its lowest level in over three years, according to a survey by the European Union's Commission. Meanwhile, unemployment figures in Germany continued to drift higher, in spite of a small seasonal boost in jobs, underlining concerns that Europe's biggest economy is slowing down.

Across Europe, six countries are in recession and economists predict the entire region could be heading for recession by the end of the year.

Throughout the three-year financial crisis, eurozone governments have had to impose harsh cuts and reforms to get control of their debts and ? in the case of Greece, Portugal and Ireland ? qualify for vital aid. The austerity measures have hit citizens with wage cuts and fewer services, and reduced government spending has undermined growth.

In some countries, the austerity measures have sparked violent protests. But governments have pressed on with the cuts and reforms to get the eurozone financial crisis under control ? and to get help from other countries and organizations.

Finance Minister Cristobal Montoro said Thursday Spain's draft budget for 2013 would cut overall spending by ?40 billion ($51 billion).

Spain has come under pressure to take up the ECB on its offer to buy unlimited amounts of government bonds to help lower borrowing costs for countries struggling to manage their debts. Such large-scale purchases of short-term government bonds would drive up their price and push down their interest rate and take some pressure off of financially stressed governments such as Spain.

Spain is at the center of the eurozone crisis ? its ?1.4 trillion ($1.8 trillion) economy is the fourth-largest among the 17 countries that use the euro. The country is struggling to prop up its shaky banking sector and support its heavily indebted regional governments. It has already introduced several packages of tax hikes, civil servant wage cuts and freezes in a bid to get out of the crisis.

To get help from the ECB, Spain must first ask for assistance from the rest of the eurozone. So far, the government has been reluctant to ask for fear of the conditions the other countries will attach to its aid. Analysts say the Spanish government hopes Thursday's budget measures will be enough to stop the eurozone from imposing further spending and deficit controls if and when Spain asks for help.

Economy Minister Luis de Guindos said the measures "go beyond" the steps European officials have recommended that Spain should take. He added that Spain was consulting with other countries in the bloc but has still not decided whether to ask for a bailout.

The country is battling to fulfill an EU commitment to reduce its deficit in relation to economic output from 8.9 percent last year to 6.3 percent in 2012, 4.5 percent next year and to 2.8 percent by the end of 2014.

Montoro said Spain would meet the 2012 deficit target despite recent reports that it was off-target eight months into the year. "We're on a very viable path," he said.

Among new taxes to be levied, Montoro said all national lottery prizes of more than ?2,500 ($3,210) would be taxed 20 percent. Saenz de Santamari, meanwhile, announced a new body to oversee regional and local governments' adherence to deficit-reduction targets.

Thursday's budget package comes in the wake of anti-austerity protests in Madrid over the past two nights. More protests are planned for Saturday.

The Greek coalition government hopes that Thursday's agreement on austerity cuts will be enough to meet the targets demanded by its international lenders and keep the vital bailout loans coming.

Finance Minister Yiannis Stournaras said the long-delayed agreement placed him in a stronger negotiating position ahead of talks Monday with representatives from the country's bailout creditors, who will have the final word on the cutbacks.

Greece has relied on international bailouts since May 2010. In return, it has imposed a punishing austerity program, repeatedly slashing incomes, hiking taxes and raising retirement ages.

On top of the ?11.5 billion that has to be axed from state spending in 2013-14, Athens must also boost state revenues by an additional ?2 billion over the next two years through tax reform and improved tax collection.

The three-party meeting came a day after more than 50,000 anti-austerity protesters took to the streets of Athens, in a demonstration marred by clashes between anarchists and riot police.

The conservative-led coalition has been debating the new cutbacks for about two months. But a deal was delayed by opposition from the two center-left junior partners ? coupled with disagreements with the austerity inspectors.

Socialist PASOK leader Evangelos Venizelos said after Thursday's two-and-a-half hour talks that he would "struggle to the end to ensure that these measures are not across the board and are fair ... and that they are truly the last," as Samaras has pledged.

There are currently close to 6 billion mobile phone subscriptions worldwide, and increased usage of cell phones has understandably led to a greater level of interest in how safe they are. The main concern for our health is that mobile phones emit and receive electromagnetic radiation as a result of their need to communicate with relay towers, and some of this radiation is absorbed by the head when the phone is held up to the ear. Whether or not the radiation (both the amount and the frequency) that a typical mobile phone user is likely to receive is potentially damaging to their health has been the subject of debate for some time.

Anecdotal evidence that high mobile phone use can potentially lead to brain tumors is not hard to find. Newspapers and other media sources are only too ready to run such stories. However, given that there are so many people using mobile communication so regularly, the chances are that someone is going to have a brain tumor at some point, whether or not there is any link with the amount of time they spend on their phone. The obvious question is whether or not there is good reason to be concerned over how and how much you use your phone.

The most recent assessment of the scientific evidence of mobile phone safety was carried out by the European Commission Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR). They concluded that mobile phone usage was unlikely to increase the risk of developing brain tumors.

The most recent results from a long-term study by researchers from the Institute of Cancer Epidemiology at the Danish Cancer Society in Denmark also failed to find any link between mobile phone usage and the development of brain tumors or any other cancers of the nervous system. This study was particularly significant in that it used most of the Danish population to determine if there was any difference in the incidence of brain cancers between mobile phone users and non-mobile phone users. Unsurprisingly, this work has been quoted frequently, especially by cell phone companies, as evidence that their products have now been given a completely clean bill of health.

In contrast to the previous results, the conclusion of a 2010 paper published in the International Journal of Epidemiology on the subject suggested that while no overall link was found between two kinds of brain tumor and mobile phone usage, the data did point to a possible increase in the development of glioma-type tumors in the most intensive users. The authors also pointed out that since the new generations of smart phones are being used for even greater periods of time, especially by younger people, further and ongoing studies in this area are definitely merited.

In 2011, the World Health Organization (WHO) classified mobile phone radiation as ?potentially carcinogenic to humans.? Following from this, many countries have adopted a precautionary approach and suggested moderation in cell phone usage. Using a hands-free kit to avoid holding a phone next to your head has also been advised. While the available evidence suggests that low and normal usage of a mobile phone does not increase your risk of developing a brain tumor, it is probably wise to reduce your exposure to electromagnetic radiation as much as you can, and certainly to avoid spending long periods of the day with a phone next to your ear.

AZZ boosts 2Q profit, raises full-year forecast

FORT WORTH, Texas (AP) ? Electrical equipment maker AZZ said Friday that second-quarter profit soared 65 percent and it boosted its forecast of full-year earnings.

AZZ also said it will expand by buying a galvanizing-services company in Canada.

The company's stock jumped $4.86, or 14 percent, to a 52-week high of $39.62 in midday trading. Volume was already more than five times the daily average.

For the fiscal year that will end next February, the company expects earnings of between $2.25 and $2.40 per share on revenue of $574 million to $600 million. The company had forecast profit of $2.05 to $2.15 per share, adjusted for a stock split in July, and revenue between $550 million and $575 million.

The consensus among three analysts surveyed by FactSet was for full-year earnings of $2.09 per share. Analysts expected revenue of $566 million.

The new forecast includes contributions from its June acquisition of Nuclear Logistics Inc. and the deal announced Friday.

AZZ inc. said it will close the purchase of Galvcast Manufacturing Inc. of Acton, Ontario, on Oct. 1. Financial terms were not disclosed.

The company said net income in the quarter ended Aug. 31 was $15.9 million, or 62 cents per share, compared with $9.6 million, or 38 cents per share, a year earlier.

Revenue rose 34 percent to $153.4 million from $114.7 million a year earlier. The company's electrical and industrial products business boosted revenue by 50 percent, while the galvanizing-services segment grew more slowly.

Analysts expected quarterly earnings of 53 cents per share on revenue of $146.1 million.

The Fort Worth company makes electrical equipment for power generation and transmission and sells galvanizing services for steel makers.

Suspect in killing was 'Sons of Anarchy' actor

LOS ANGELES (AP) ? Court records show "Sons of Anarchy" actor Johnny Lewis was released from jail a week before being found dead in his driveway after police say he apparently killed his landlady.

Los Angeles police said Thursday that the 28-year-old Lewis is the only suspect in the death of 81-year-old Catherine Davis, who was discovered slain inside the hillside home in Los Feliz.

Authorities say they are investigating Davis' death and that it appears she was beaten. They say the actor died Wednesday after climbing atop the home and either jumping or falling to the ground.

Lewis played Kip "Half-Sack" Epps in the FX show.

Lewis pleaded no contest to assault with a deadly weapon and attempted burglary in separate cases this year, according to records.

He enrolled in a drug, alcohol and psychiatric treatment program over the summer, the records show.

Lewis was released from county jail Sept. 21.

As a condition of his probation in both cases, he was ordered not to use narcotics.

Lewis' attorney Jonathan Mandel said Thursday he was "surprised" and "baffled" by the deaths.

Mandel declined to immediately comment on Lewis's criminal history or possible drug problems pending consideration of client confidentiality requirements.

Before Lewis was discovered Wednesday morning, neighbors reported hearing a woman screaming in the home, said Los Angeles Police Cmdr. Andrew Smith.

Neighbors also told authorities that a man had jumped a fence, assaulted a painter and homeowner next door and jumped back.

It's unclear whether drugs or alcohol were involved, but police are investigating that possibility based on the circumstances of the crime, Smith said.

Lewis had a career spanning more than a decade, mainly in small roles. He played Ricky in the 2007 movie "AVPR: Aliens vs Predator ? Requiem" and was Dennis 'Chili' Childress for two seasons on TV's "The O.C."

His role in "Sons of Anarchy" came in 2008 and 2009.

New fish species offers literal take on 'hooking up'

ScienceDaily (Sep. 27, 2012) ? Fishing hooks aren't the only hooks found in east-central Mexican waters. A new species of freshwater fish described by a North Carolina State University researcher has several interesting -- and perhaps cringe-inducing -- characteristics, including a series of four hooks on the male genitalia.

Females of the new species -- the llanos mosquitofish, or Gambusia quadruncus -- also have distinguishing characteristics, including a colorful anal spot.

A paper describing the new species, which lives in a diversity hotspot and seemingly branched off from its closest relative more than one million years ago, appears in the Journal of Fish Biology.

Dr. Brian Langerhans, assistant professor of biology at NC State and the lead author of the paper, says that these interesting characteristics may play important roles in mating control and success.

While more research is needed, Langerhans says that four-hooked genitalia on males can serve a purpose when females attempt to block or restrict mating attempts.

"Typically, reproduction is more costly in females, so females favor ways of reducing mating with 'lower quality' males," Langerhans says, "but reproduction is cheap in males and so selection favors ways of mating with as many females as possible. In Gambusia, some females, including G. quadruncus, have evolved modifications that appear to function as a blocking device -- essentially a big ball of tissue blocking most of the genital pore -- restricting entry of the male's gonopodial tip. Thus, the female would have to behaviorally allow the male to mate or the male would have to evolve a counter response to avoid this problem."

The four-hooked genitalia could be that counter-response, Langerhans says.

"Having four hooks on the gonopodium may provide a means of overcoming female resistance, latching on to the gonopore and transferring sperm in a manner that facilitates effective sperm transfer. Or it may serve to stimulate the female in a manner that causes responses in the female that facilitate effective sperm transfer," Langerhans says.

Somewhat similarly, the colorful anal spot on females appears to serve as a signal that only certain males are desired for mating.

"The differing, species-specific female anal spots appear to influence male mating behavior by signaling the location of the gonopore to the male, sometimes indicating the reproductive status of the female, and distinguishing fish of their own species from fish of other species to reduce costly cross-breeding, which can result in fish with reduced fitness," Langerhans says. "So it may be that G. quadruncus evolved different anal spots to help reduce interspecies matings and possible formation of hybrids."

Disappearing act: Biocompatible electronics for health monitoring vanish when no longer needed

ScienceDaily (Sep. 27, 2012) ? An interdisciplinary team of researchers from Northwestern University, the University of Illinois at Urbana-Champaign and Tufts University are the first to demonstrate "transient electronics" -- which are electronics that gradually disappear on a specified schedule, whether it be a few days or six months.

These kinds of electronics could have applications in medicine, pharmaceuticals, environmental monitors and the military, among other uses.

Conventional electronics are made to last indefinitely. Transient electronics, on the other hand, offer the opposite behavior. They physically vanish over time in a well-controlled manner and at a prescribed time, dissolving when they react with water. A magnesium oxide encapsulation layer and silk overcoat envelops the electronics, and the thickness determines how long the system will take to disappear into its environment.

"These electronics are there when you need them, and after they've served their purpose they disappear," said Yonggang Huang, who led the Northwestern portion of the research focused on theory, design and modeling. "This is a completely new concept."

The novel technology opens up important possibilities. Transient electronics could be useful as medical devices implanted inside the human body to monitor such things as temperature or brain, heart and muscle tissue activity, to apply thermal therapy or to deliver drugs. When no longer needed, the electronics would be fully absorbed by the body with no adverse effects. (Implantable electronics are not commonly used in medicine because of concern about the long-term effects.)

Such a system also could be used as environmental monitors placed on buildings, roadways or military equipment to detect temperature change or structural deformation. The device would dissolve when exposed to water, eliminating the need for it to be recovered at a future date.

Details of the biocompatible electronics will be published in the Sept. 28 issue of the journal Science.

"We selected materials familiar to the human body, such as magnesium," said Huang, a senior author of the paper and the Joseph Cummings Professor of Civil and Environmental Engineering and Mechanical Engineering at Northwestern's McCormick School of Engineering and Applied Science. "We didn't want to use a material the body has no experience with."

While the researchers studied a number of different biocompatible materials, including zinc and iron, they focused on silicon-based electronics with conductors made of magnesium. The key question they needed to answer was: How long will it take the entire electronic device to dissolve?

The device is made up of the electronics and encapsulation layers (a magnesium oxide layer covered by a silk overcoat) surrounding the electronics. The encapsulation layers are the first to dissolve and dictate the first dissolution timescale. The magnesium electrodes in the electronics define the second timescale. These combined lengths of time determine the dissolution time for the entire system.

John Rogers, the Lee J. Flory-Founder professor of engineering at the University of Illinois at Urbana-Champaign, led the overall multidisciplinary research team and the U. of I. group that worked on the experimental and fabrication work of the transient electronics.

Huang and his Northwestern team developed a model that can accurately predict how thick the encapsulation layers need to be for a specific dissolution time. The model was tested against experimental evidence, and the two agreed each time. (With a reliable model, the researchers don't need to keep repeating experiments.)

At Tufts, Fiorenzo G. Omenetto, professor of biomedical engineering, led the biomaterials and chemistry work and conducted a series of in vivo experiments to demonstrate bio-resorption and biocompatibility.

In the study, the researchers built several functional devices that are dissolvable, including field-effect transistors, resistors, diodes, a heater and a strain sensor. All the components of each electronic system disappear, and right on the programmed schedule.

The researchers demonstrated that the transient electronics, including heater, sensor and power supply, can operate in both water and a phosphate buffered saline (PBS) liquid. (PBS is very chemically similar to what is in the human body.) They also implanted the transient electronics in a mouse model and showed that the heating device was effective and could kill bacteria.

Induction coils provide a wireless power supply to the electronics. "This way the devices in water or PBS liquid can have power without being physically connected to a power source, such as a battery," Huang said.

The materials tested by the researchers are biocompatible, which is important for implantable electronics. Magnesium is an element found in the body, and the material also is used in some stents. Silk is approved for sutures and in tissue engineering. Other materials studied, such as magnesium oxide and porous silicon, also are biocompatible.

The materials, fabrication techniques and modeling tools can be used for component devices for almost any type of transient electronic system, the researchers said.

The latest figures from the Miami Association of Realtors reveal that home prices have risen again in August, making Miami the leader of the property revival in the United States. It is the ninth consecutive month of gains, particularly due to buyers from overseas.

According to Property Wire, the median sales price of Miami-Dade condominiums increased 28.4 percent to $146,500 from last year, with prices having now increased for each of the last 14 months. The median sales price of single family homes rose 10.8 percent to 195,000.

Miami Property Revival ? High Sales and Price Increases

Despite the shortage of housing inventory, Miami home sales remain strong and continue to drive significant price appreciation, according to Miami Association of Realtors chairman Martha Pomares. She also mentions there is evident demand for Miami properties, specifically from foreign buyers and investors who recognize their desirability and profitability.

?Miami is the top market for foreign buyers in the nation, and local international activity continues to grow,? Pomares told PropertyWire.

In August, the average sales price for condominiums in Miami-Dade County increased 20.9 percent to $283,497. The average sales prices for single family homes increased 28.4 percent to $408,810. According to data from the Florida Realtors Industry, statewide median sales prices in August increased 5.8 percent to $147,000 for single family homes and 13.2 percent to $102,980 for condominiums.

Total residential sales in Miami-Dade County increased 7 percent compared to record sales levels in August 2011. The sales of existing condominiums in Miami-Dade increased 8 percent from 1,382 to 1,492.

Sales of single family homes increased 5 percent from 1,009 to 1,059, year on year. Statewide sales of existing single-family homes totaled 18,669 in August 2012, up 10.8 percent compared to a year ago. Statewide condominium sales totaled 8,767, up 5.7 percent from those sold in August 2011.

Over the last year, the inventory of residential listings in Miami-Dade County has dropped 26 percent from 15,405 to 11,431. Compared to the previous month, the total inventory of homes decreased 0.2 percent. The figures also show that currently there are 4.2 months of supply in Miami-Dade.

Strong demand for bank owned (REO) properties and improved processing of short sales continues to yield absorption of distressed listings and to contribute to price appreciaiton.

In August, 45.8 percent of all closed residential sales in Miami-Dade County were distressed, including REOs and short sales, compared to 56 percent in August 2011 and 47 percent the previous month. In Miami-Dade County, 64 percent of total closed sales in August were all cash sales, compared to 62 percent in August 2011 and 64 percent the previous month. Cash sales accounted for 45 percent of single family and 78 percent of condominium closings.

Nearly 90 percent of foreign buyers in Florida purchase properties all cash, reflecting the stronger presence of international buyers in the Miami real estate market.

Nations seeking Assad's exit struggle to produce a plan

UNITED NATIONS (Reuters) - Western and Arab states demanding Syrian President Bashar al-Assad's exit are under pressure to produce a plan to make that happen, but their unwillingness to act outside a deadlocked U.N. Security Council leaves them looking fractured and powerless.

Foreign ministers and senior diplomats from the "Friends of Syria" - a group that includes the United States, France, Saudi Arabia and Turkey - are due to meet in New York on the sidelines of the U.N. General Assembly on Friday.

"I just expect ideas to be presented. There will be no concrete plans," Arab League Secretary General Nabil El-Erabi told Reuters. "Governments are not ready to put plans into action and the Security Council is not agreeing on anything."

The 18-month uprising against Assad's rule has killed around 30,000 people, according to activists. The protests have further escalated into an armed insurgency fighting with sectarian overtones that could drag in regional powers.

The General Assembly this week highlighted the global stalemate, with most of the 193-states condemning events in Syria but showing no substance behind their rhetoric.

Russia, which has three times vetoed a Security Council resolution on Syria, stuck to its position: Assad's departure should not be a precondition for a political transition and under no circumstances will it support a U.N. resolution that could lead to military intervention.

Painting a bleak picture of mediation efforts, U.N.-Arab League representative Lakhdar Brahimi told the Security Council that the situation in Syria is worsening and Assad's government is clinging to the hope of returning to the past. Five weeks into the job, he admitted he had no plan but "a few ideas."

Opponents of the Syrian president look less united in their approach. Qatar, one of Assad's strongest critics, called for an alternative plan and once again urged Arab states to create a regional force to stop the bloodshed.

But Saudi Arabian and Egyptian diplomats, representing the two countries most likely to compose such a force, told Reuters Qatar's plans are unrealistic.

Egypt, under new Islamist President Mohamed Mursi, tried to bring together Turkey, Saudi Arabia and Iran - Assad's main ally in the region - for talks on finding a solution, but failed to get them around the table for the second time.

President Barack Obama, preoccupied with his re-election bid on November 6, barely mentioned Syria in his address to delegates. Former colonial power France urged the U.N. to protect areas "liberated" in Syria, but officials acknowledged behind the scenes the calls were essentially symbolic.

FAILED MEDIATION

Most nations, including Russia and China, agree on the principles of a previously proposed six-point peace plan and framework of an accord struck in Geneva between the permanent members of the Security Council.

Both those plans are stillborn unless an agreement with Russia can be struck on how to ensure they are implemented.

"Unfortunately, all these mediations have failed," Turkish Foreign Minister Ahmet Davutoglu told Reuters. "We all support Lakhdar Brahimi, but we have learned that there must be a stronger mandate given to the special representative."

He said the Friends of Syria was created to defend the rights of the Syrian people and not to undermine the United Nations. The group now seems as hamstrung as the Security Council.

Western and Arab diplomats describe Friday's meeting as an opportunity to "exchange ideas." The session will assess efforts to create an all-inclusive transitional government and increase humanitarian and non-lethal aid to the opposition.

France and Turkey have also called for no-fly zones patrolled by foreign aircraft to protect rebel-held areas. With the United States lukewarm, the proposal remains just an idea.

"We have obviously never at any point taken anything off the table," a U.S. official, speaking on condition of anonymity, said ahead of Friday's meeting. "We believe that there is still room for a negotiated transition that leads to an interim government and ultimately to a new Syria. This is not about drawing red lines."

'LEGITIMATE CHANNELS'

One senior Gulf Arab diplomat echoed the U.S. position, warning against any direct military intervention. He said Arab states see the United States as key to breaking the deadlock.

"Going through legitimate channels to resolve the issue is the best path to take; any action taken by individual countries will only lead to more violence," he said.

"The U.S. is the only country that could force Russia to change its position," the diplomat said, adding that he sees no real move on the crisis until after the U.S. election.??

With the main political opposition bodies fragmented, the Friends of Syria's main push could center on developing contacts with the Free Syrian Army (FSA), particularly as its fighters oust Assad's forces from significant portions of the country.

Western European powers have ruled out supplying weapons to lightly armed Syrian rebels, but France is increasing its links with insurgents. "The more the opposition advances the easier it will become," the Arab League's El-Arabi said.

Turkey, Saudi Arabia and Qatar have been overseeing cross-border movements from a secret liaison center in Turkey. Turkey denies any direct involvement in sending arms across the frontier. U.N. diplomats say Saudi Arabia and Qatar have transferred weapons to rebels.

"The Friends of Syria can't do much," said a Paris-based Arab diplomat. "It's sit, wait and hope the rebels gain ground."
