Background policy in place for youth sports coaches in Pittsylvania ...

Pittsylvania County?s parks and recreation department has its first written background screening policy for youth sports coaches.

County parks and recreation director Mark Moore ? the county?s first parks and recreation director who started in his position in April 2011 ? implemented the rule this year. It applies to the county?s 400 head and assistant coaches in football, baseball, basketball and cheerleading.

Moore?s purview includes Pittsylvania County Youth Sports. Before, Pittsylvania County had no written policy for conducting background checks for prospective coaches, Moore said.

?We did screenings in the past here, but with no written policy, which is playing with fire,? Moore said.

An outlined policy ensures the same rules will be applied every time and provides back up when a situation leads to a court case, Moore said.

?It shows you?ve got all your ducks in a row,? Moore said.

Establishing the written policy ? which is similar to those in Roanoke and Salem and Botetourt and Roanoke counties ? was one of Moore?s main goals when he began as director of parks and recreation. Prospective coaches and assistant coaches will sign a consent/release form giving the county permission to conduct a background check.

Coaches will have their background checked every two years for as long as they are in their positions, Moore said.

The screening applies to anyone ?who would potentially have unsupervised access to children on the team,? the policy states. The written policy?s purpose is to help protect the children participating in youth sports in the county.

?The best predictor of future behavior is past behavior,? Moore said.

Crimes that would disqualify someone from becoming a youth sports coach include sex offenses, murder/homicide or other felony offenses within the past 10 years, including manslaughter, aggravated assault, kidnapping, robbery. Felony offenses other than sexual or violent crimes are also included, such as drug offenses, theft, embezzlement and fraud.

Disqualifying offenses also include misdemeanor violence within the past seven years, two or more misdemeanor alcohol offenses within the past five years and other offenses.

?Any person who has been found guilty, pled guilty; or pled no contest, regardless of adjudication, or has a pending charge pertaining to, any of the disqualifying offenses listed in this policy will be immediately disqualified from coaching (either as a head coach or an assistant coach) in any athletic program approved by the Parks and Recreation Department,? the policy states.
